Yes.
You just need to create an inactive user (without a plan).
Then you can assign a task to this inactive user.
However, only users with an active plan will be able to see the tasks assigned to that user.
(Please note that you cannot send an iCal invitation to an inactive user or synchronize tasks in an inactive user’s mailbox.)
